The first Presidential Resolution issued this year addressed precisely this issue. In the document signed on January 3, law enforcement agencies were tasked with the priority objective of ensuring the timely prevention of offenses in every mahalla in 2025. Responsible officials were assigned to each mahalla with a challenging crime situation.
Over the past six months, an effective system of social prevention based on targeted roadmaps has been implemented in each region, district, and mahalla. The digital monitoring of public spaces has been expanded, and higher educational institutions within the law enforcement system have conducted scientific and practical research. Special attention was given to crime prevention among minors, youth, women, and within family and domestic relations. As a result, no crimes were recorded in 5,200 mahallas.
Nevertheless, a challenging crime situation persists in several mahallas. It was emphasized that preventive inspectors, criminal investigation officers, patrol service personnel, and security services need to intensify their efforts to ensure public safety. Instructions were given to bring the system down to the mahalla level and transform every mahalla into a crime-free zone.
Special attention was drawn to cases of illegal drug trafficking, particularly among young people. Despite active efforts to combat drug-related crimes, including the destruction of narcotic substances and clandestine laboratories, the problem remains unresolved. In this context, the necessity of utilizing video surveillance and artificial intelligence technologies to identify drug distribution channels and eliminate their sources was emphasized.
Cybercrime was highlighted as one of today’s most pressing issues, accounting for 42 percent of all crimes committed in the country since the beginning of the year.
In this context, particular importance was attributed to the Presidential Resolution of April 30, 2025, “On measures to strengthen further efforts in combating crimes committed using information technologies”. The document emphasizes the necessity of preventing cybercrimes, increasing public awareness and knowledge in this field, and protecting customer interests and financial security within payment systems.
Improving the knowledge and professional qualifications of personnel is an essential requirement today. In this regard, it is planned to enhance the activities of the Ministry of Internal Affairs Academy by gradually increasing admission quotas, opening new areas of study, and developing dual education programs.
The Head of State gave instructions to adapt educational and training programs to modern challenges and threats, as well as to improve the tactical and psychological training of personnel.
The internal affairs system closely cooperates with the prosecutor’s office and other law enforcement bodies. In particular, the crime situation in the country is analyzed daily, and targeted oversight measures are conducted. The causes of each crime are examined, and preventive measures are taken to avoid their recurrence. Assistance is provided to improve the social conditions of individuals previously convicted or those under administrative supervision.
Additional tasks have been defined to strengthen coordination and responsiveness among law enforcement agencies, promptly identify the root causes of offenses, and significantly reduce crime rates. It was emphasized that peace and stability in the country, along with the rule of law, are essential conditions for economic development and public welfare.
