Issues of strengthening budgetary and executive discipline reviewed

In accordance with the Presidential Decree of the Republic of Uzbekistan of July 10, 2024, “On additional measures to strengthen financial control over the use of budgetary funds”, the methodology of the Accounts Chamber’s work has been revised and its powers expanded. Moving away from outdated inspection formats, the agency has introduced new approaches, including financial audits, compliance audits, performance audits, and strategic audits.
The Accounts Chamber now functions not only as a supervisory body, but also as a partner that facilitates compliance with budgetary discipline. In this regard, the primary focus is placed on preventing violations of financial discipline and analyzing the causes of their occurrence.
As a result of audit activities conducted over the past six months, inefficient budget expenditures were reduced by 5.6 trillion UZS, and additional budget revenue reserves amounting to 5 trillion UZS were identified.
As the country’s economy continues to grow steadily, the scope of financial oversight also expands. The most effective tool to ensure this oversight is digitalization. For this purpose, the “Remote Audit” information system was introduced, which has already helped eliminate violations amounting to 4 trillion UZS.
During the presentation, a task was assigned to integrate artificial intelligence elements into the system to address the root causes of financial violations.
The effectiveness of the financial oversight situation centers established last year in 12 ministries was highlighted. A decision was made to expand this system to 10 more ministries and agencies. Additionally, instructions were given to improve internal audit and internal control systems within budgetary organizations, as well as to strengthen information exchange with the Accounts Chamber.
In accordance with the Presidential Decree, state audit is gradually being aligned with international standards. Over the past year, staff of the Accounts Chamber have collaborated with international auditors to gain experience. As a result, projects funded through external borrowings are now being audited based on international criteria. Emphasis was placed on the importance of conducting audits from the initial stages of such projects.
During a video conference on June 16 focused on analyzing the effectiveness of reforms, the Accounts Chamber was tasked with implementing the “People’s Oversight” platform in all regions. The presentation featured the initial steps taken and the necessary measures for realizing this project.
The platform will enable citizens to report issues related to construction, infrastructure, public utilities, drinking water, energy supply, transportation, and roads. To ensure prompt resolution of these problems, all ministries, agencies, and local administrations will be integrated into the system.
Currently, work is underway to enhance the platform using artificial intelligence, implement a vertical control system, and establish call centers.
